Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $67,800- $122,800. The budgeted salary or hourly range that the University reasonably expects to pay for this position is $75,500- $80,000.

About the Job

As a seasoned, experienced professional with a comprehensive understanding of UC, campus, and unit academic practices, policies, and procedures, resolves moderate to complex academic HR-related issues affecting a broad range of Senate Faculty in imaginative and practical ways. The Sr. Personnel Analyst will apply in-depth professional knowledge in the fields of academic personnel. The incumbent will employ a comprehensive understanding of UC, campus, and department practices, policies, and procedures to resolve moderate to complex Academic HR-related issues.

KEY RESPONSIBILITIES

  • Senate Merit/Promotion/Appraisal Reviews:
    • Manages/facilitates the academic review process for assigned departments for senate faculty, personnel committees, and/or Department Chairs. Under general supervision provides advice and guidance on senate faculty merit, promotion, appraisal, and compensation programs, and academic personnel policies and procedures. Processes materials for academic personnel merit review cases. Provides guidance and conducts the compliance review and analysis of academic personnel actions. Specifically, the review of supporting evidence provided for senate faculty merit and appointment dossiers in the categories of Teaching, Research and Creative Work, Professional Competence and Activity, and University and Public Service. Enters and retrieves data; generates reports and analyzes information from systems including permanent faculty history through Faculty Success data management system, Interfolio Academic Case Review System, and AP Recruit application system. Provides faculty training on relevant systems/software and communicates issues to SSHA Assistant Dean of Personnel, SSHA Academic Personnel staff, and campus Academic Personnel Office.
  • Senate Faculty Recruitment:
    • Manages/facilitates SSHA senate faculty recruitment process for assigned departments communicating with the Department Chairs and/or Search Chairs, Faculty Equity Advisors, and Dean, throughout each step of the recruitment process. Oversees job postings and hiring practices, proper candidate dispositioning in AP Recruits, communications with applicants, coordinating and staffing campus interview visits, arranging house hunting trips, processing purchasing and reimbursements for each step of the recruitment, and monitoring the budgets for each search. Advises on policies and programs in recruiting, wage, and salary administration. Provides training and maintains process guides, documentation, checklists, and resources for both staff and faculty constituents. Maintains accurate departmental faculty personnel records.
    • Under guidance from supervisor and Office of International Affairs, counsels faculty and other academic staff concerning work-eligibility (visa) matters such as J-1, H-1B, and Permanent Resident processing, and benefits considerations. Coordinates any necessary visa/permanent residency applications associated with senate faculty.
  • SSHA P-Card Holder for Recruitment:
    • Acts as the purchasing agent for SSHA Recruitment job posting requirements. Adheres to purchasing policies and reconciles P-card transactions each month.
  • Manages requests for Affiliate designations intended for individuals who are tangentially associated with the University.
  • Provides positive customer service to both internal and external customers at all times. Serves as part of the core personnel support team in the school. Serves as backup to other support staff as required. Other duties as assigned.

Qualifications

EDUCATION and EXPERIENCE

  • Bachelor's degree from an accredited university in Business, Business Administration, Business Management, Finance, Economics, or another related field, or equivalent experience. Four (4) years related experience may serve in lieu of BA degree. (Required)
  • 3 years of directly related, progressively responsible experience in a human resources job function, or seven years of equivalent experience/training. A master's degree is preferred and may substitute for one year of experience. (Required)

CRITICAL KNOWLEDGE AND SKILLS

  • Knowledge of human resources management systems and other related business software programs and systems.
  • Demonstrated organization, problem solving, and communication skills.
  • Requires thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR.
  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Ability to communicate effectively with diverse audiences.
  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.
