Idaho National Laboratory is hiring a Project Controls Analyst to work in our Business Management department. Our team works a 9x80 schedule located out of our Idaho Falls EROB facility with every other Friday off.

You will provide project controls support while integrating INL's Earned Value Management System (EVMS) into the performed scopes of work using a tailored approach. Project controls is involved at the project inception (CDE-0) through execution and project closeout (CDE-4).

You will report to the Project Controls Supervisor.

Responsibilities Include:

  • Assists on projects of moderate to complex scopes of work and with creating project documentation, work authorization, cost estimate development, Work Breakdown Structure (WBS) development, baseline establishment and maintenance, change control implementation, project reporting and variance analysis, risk management and mitigation strategy, resource analysis and management, and provide INL financial reporting.
  • Assist Project Managers, Project Schedulers, and Project Engineers on defining project scope/requirements, adhering to capital asset compliance, principles, and procedures, development of work breakdown structures (WBS), identification and mitigation of risks, reviewing cost estimates and funding determinations, determining and implementing scope, schedule, and budget baselines, updating project status, monitoring variances, trending performance, contract management, and determining corrective actions as necessary.
  • Provide knowledge and application of DOE order 413 and compliance therein.
  • Collect, analyze, trend, forecast and report on project data from all financial sources and systems.
  • Support the PMO Management System Lead (MSL) with internal surveillances if necessary to ensure EVMS requirements are being met.
  • Assist with the analysis, trending, forecasting, and reporting processes for projects.
  • Involved with creation of storyboards and flow charts of project controls and cost engineering work processes.
  • Review and support the ongoing updates to EVMS metrics.
  • Maintain, review, and revise baseline schedules and baseline budgets consistent with established change control.
  • Contributes to completion of milestones associated with specific work assignments pertaining to programmatic and project scope.
  • Assist with the development and maintenance of the Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS) and the Field Execution Schedule (FES).
  • Assist on schedules of values, contracting strategies, subcontractor relationships, sub-tiers, and markups, change orders, etc.
  • Ensure stakeholders are aware of previous, current, and future changes to work that can/will change the desired outcome of the work.
  • Provide General Accounting Principles (GAP) guidance to projects, ensuring compliance with INL financial policy and procedures.
  • Represent the project manager by conducting project meetings as required.

Knowledge of:

  • Earned Value Management (EVM) concepts and terminology.
  • Industry regulations and standards related to EVM.
  • Understanding of EIA 748 and DOE order 413.
  • Critical Decision (CD) or Critical Decision Equivalent (CDE) Gates and definitions.
  • Project controls functions and responsibilities.
  • Proficient with Deltek COBRA or similar costing tool.
  • Proficient with P6 or other CPM software. Knowledgeable with schedule construct, schedule forensics, and scheduling techniques.
  • Create, resource load, and manage Critical Path Method (CPM) schedules.
  • Experience with Project Management software, (ProCore, Empower).
  • Proficient with all Microsoft products for briefings, project tracking, and communication (Word, Excel, Powerpoint, Outlook, Project).
  • Advanced-level expertise with MS Excel, including developing spreadsheets that utilize formulas, pivot tables, and charts to present data.
  • Understanding of change control, implementation of change control, use of Management Reserve (MR) and Schedule Reserve (SR).
  • Construction principles, terminology, and methods.
  • Understanding of risk definition, creation, and maintenance of project risk register.
  • Economic and General Accounting Principles (GAP) and practices, financial terminology, and the analysis and reporting of financial data.
  • Ability to work with cross-functional internal organizations such as (construction management, procurement, engineering, facility management, project management, etc.).
  • Takes own initiative to assist the project team in forecasting and enabling the success of the project.
Qualifications

Minimum Requirements:

PR0200: Bachelors & 2 years' experience, or Masters Degree & 1 years' experience.

PR0300: Bachelors & 5 years' experience, or Masters Degree & 3 years' experience.

BS in Project Management, Construction Management or Business Administration, Engineering

Field Experience in project controls, project management, construction management and business operations, planning or finance.

Earned Value Management System (EVMS) experience.

Experience in performing, monitoring, or reviewing some cost engineering functions, which include planning, cost control, scheduling, and cost analysis, in the field and office.

Working knowledge of aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements.

Preferred

Advanced degree in Project Management, Construction Management, Business Administration or related field

May be required to obtain, and maintain a security clearance level L or Q.

AACE Earned Value Professional (EVP) and or Planning and Scheduling Professional (PSP) certification desired.

PR0200-Salary Grade 190 - ($72,528 - $119,652)

PR0300-Salary Grade 200 - ($83,412 - $137,592)
