Econolite is seeking a Certified Payroll Manager with advanced knowledge in California DIR and Davis Bacon Prevailing Wage payroll processing. The ideal candidate will be responsible for all aspects of managing employee salary data, ensuring timesheets are accurate and payments are made on time. The ideal candidate will ensure payroll law compliance and maintain current knowledge of applicable federal and state policies when processing weekly Payroll, including Certified Payroll. The Payroll Manager will work closely with Human Resources Department and Payroll Department to ensure documents are organized and payroll-related items are handled appropriately.

DUTIES

  • Partner with Human Resources to ensure accuracy of employee information, including but not limited to hire dates, pay rates, benefits, and new hire training.
  • Assist with requests related to the audits of the 401K, workers compensation, and annual audited financial statements.
  • Calculate payable hours and pay rates correctly in compliance with federal and state labor laws and CA DIR Prevailing Wage regulations; Maintain Prevailing Wage Tables for project contracts and fringe benefit adjustments.
  • Prepare Certified Payroll Reports and Labor Utilization Reports; Prepare weekly labor posting and reconciliation, record month end payroll journal entries.
  • Review timesheets for accuracy and administer/process weekly payroll for employees; Prepare and issue pay recap statements; Manage accurate pay codes and create work orders/projects in electronic timekeeping systems.
  • Prepare and respond to various inquiries and reports as required by agencies, other entities, or internal customers.
  • Oversee the Payroll Department and supervise team of Payroll Specialists.
  • Participate in special projects or other tasks, as assigned.

QUALIFICATIONS

  • Proven 8-years multi-state payroll work experience as a Certified Payroll Manager or similar role.
  • Minimum 5-7 years of recent experience in California and David Bacon prevailing wage payroll processing.
  • Strong knowledge of commissions and wage and hour labor compliance laws.
  • Advanced proficiency in Microsoft Excel; Experience with Microsoft Dynamics, Costpoint and Deltek highly desired.
  • Current knowledge/experience with ADP Workforce Now Payroll System required (used within last year).
  • Strong numerical aptitude and attention to detail; Good time management and great organizational skills; Excellent communication skills, both verbal and written; strong customer service skills.
  • Degree in business administration, finance or accounting preferred.

PRE-EMPLOYMENT

COMPENSATION

The base pay range for this full-time exempt position is $85,000- $105,000 annually plus benefits. Pay ranges are determined by various factors, including role, experience, and location. The pay range displayed reflects the minimum and maximum target for new hire base pay rates for this position. Within the range, actual individual compensation is determined by various factors, including location, job-related skills, experience, and relevant education or training.
