Description

ESA is looking to hire an Air Quality and Noise Analyst with 5+ years of relevant experience to support a wide range of both public and private clients. Familiarity with current regulations and standards for air quality, greenhouse gas, noise, and CEQA Guidelines is required.

Who You Are

You are an effective team member who is experienced with air quality, greenhouse gas, energy, and/or noise analyses, emissions and/or noise modeling and knowledge of traffic impact assessments.

You hold a bachelor's or master's degree in chemistry, meteorology, physics, urban planning, civil and environmental engineering, environmental science; or you have a related degree and directly relevant qualifications. You have 5+ years of experience in environmental consulting or a closely related field.

Successful candidates will have significant experience with CEQA/NEPA impact assessment, and experience using air quality models such as AERMOD, CalEEMod, OFFROAD, EMFAC, AERSCREEN, MOVES and HARP and/or noise modeling software such as FHWA TNM, FHWA RCNM, and CadnaA and SoundPlan. You embrace scientific programming approaches and are familiar with geographic information systems.

Familiarity with current regulations and standards for air quality, greenhouse gas, and noise, and CEQA Guidelines is required. A preference will be given to individuals with expertise in using leading computing technology to solve complex air quality problems and a natural curiosity that leads to innovative solutions.

You have excellent technical writing, project management, and organizational capabilities. You can work collaboratively with clients and interdisciplinary teams to deliver projects on time and within budget in a fast-paced work environment.

You demonstrate a clear understanding of project management principles and practices and are responsible for the delivery of high-quality work products. You have the ability and desire to mentor junior staff members.

What You Will Do for ESA

You will support the Southern California Air Quality Team within the Community Development Department with the preparation of air quality, GHG, energy, and/or noise analyses under CEQA and NEPA as well as for stand-alone studies and air permitting.

You will perform and lead technical studies such as air quality and greenhouse gas analyses, noise technical studies, health risk assessments, emissions inventories, and air quality dispersion models. You may also have experience on air permitting projects including New Source Review, PSD, and Title V projects. You can work independently with minimal supervision.

You will consistently demonstrate your solid writing skills and attentive listening skills. You will prepare or assist with preparing draft scopes of work and budgets, including providing technical input, contributing to proposal writing, identifying marketing opportunities, and engaging with proposal/interview teams. You will participate in and may lead marketing and business development pursuits, including developing capture strategies.

You will demonstrate a clear understanding of project management principles and practices and be responsible for the development of environmental compliance and planning documents in accordance with applicable guidelines and requirements, while delivering assignments within budget and on schedule.

You will serve as a CEQA specialist, preparing and managing complex environmental analyses and coordinating with key team members, including senior staff, subconsultants, and clients. You will produce technical work and written products that are clear, concise, and well supported.

You will provide mentorship and support for junior staff, including reviewing their work for accuracy and clarity and providing constructive feedback and career development guidance while working on projects together.

You will thrive in a fast-paced, challenging environment and be able to manage multiple responsibilities and deadlines while working on a team or independently.

The position is a flexible hybrid position, ideally from one of our Southern California offices (Los Angeles, Pasadena, Irvine, Thousand Oaks, San Diego). However, driving proximity to any of our California offices may also be acceptable.

ESA has established multiple pay ranges tailored to the economic factors in the geographies in which ESA staff reside. For this position the range is $81,042 - $121,563 or $96,728 - $145,092 annually based on candidate location & our anticipated hiring locations as noted in the above job details. Actual compensation is determined by a number of factors including but not limited to an individual's related experience, education, skills, and the city in which the applicant lives.
