Position Summary

The Service Center Manager provides leadership and supervision for the Simi Valley Service Center. This position is responsible for providing the daily operations of the center and meeting the needs of the community with casework services, but not limited to food, emergency assistance, seasonal initiatives, resources and referrals.

Essential Functions

The Service Center Manager for The Salvation Army is a position of sacred trust - representing, nurturing, protecting, and advancing the mission and purpose of The Salvation Army; and serving the needs of people in our community with dignity and respect. Conduct on and off the job must sustain a positive impact on The Salvation Army's religious goals, programs, and public image.

As such, all employees are expected to fulfill the following responsibilities within the scope of duties they perform:

  • To know, explain and exemplify the mission, purpose, and values of The Salvation Army.
  • To understand all dimensions of Salvation Army mission and purpose toward the outcome of awareness, cohesiveness, and effective guest services.
  • To create a safe, engaging environment for Salvation Army associates, guests, members, volunteers, partners, and vendors.
  • To develop appropriate relationships and maintain appropriate relationship boundaries with other Salvation Army associates, guests, members, volunteers, partners, and vendors.
  • To communicate in an appropriate, professional, responsive, and supportive manner.
  • To practice effective interpersonal and electronic communication essential for mission and purpose.
  • To practice interpersonal communication for day-to-day operational needs.
  • To practice direct, thoughtful communication for the resolution of questions or conflicts.
  • To utilize electronic communication - phone, email, texts, etc. - as official communication to support and confirm interpersonal communication.
  • To maintain appropriate confidentiality. Some agreements, ideas, processes, or other forms of sensitive information are revealed to certain individuals who are in positions of responsibility or are in possession of qualities or skills that make it necessary for them to know such confidential matters. Such information must be maintained in confidence.
  • To complete annual, advanced training to include, but not limited to: Protect the Mission, Sexual Harassment, and others as determined.
  • To positively guide and guard all Salvation Army resources - people, program, property, and finances - toward the fulfillment of mission and purpose, and within the guidelines established by law, policy, and procedure.

Specific Duties:

Client Services -

  • Conduct thorough intake assessments with clients seeking help from The Salvation Army, to determine eligibility and best course of action.
  • Provide appropriate assistance to clients as deemed necessary through intake.
  • Demonstrate sensitivity toward all clients, regardless of age, race, creed, sexual orientation, present living conditions, needs expressed, or nationality and documentation status.
  • Follow all policies and procedures as outlined by The Salvation Army as well as partner agencies.
  • Organize, record, and appropriately distribute gifts-in-kind as they are available.
  • Answer and return telephone calls and written communication with clients within a timely manner.
  • Provide holistic approach to services to not only address physical and emotional need, but also provide a safe space for spiritual care per clients' request.
  • Refer clients to other services provided by The Salvation Army, such as the Adult Rehabilitation Centers and Corps (church) programs.
  • Refer clients to other agencies, making specific arrangements where practical. Maintain and update community resources regularly and ensure information is displayed and distributed in an effective manner.
  • Uphold client confidentiality in accordance with The Salvation Army standards and HIPPA regulations.
  • After applicable training, utilize "Pathways of Hope" case management initiative to qualifying clients.

Administrative -

  • Monitor and maintain client records in keeping with Salvation Army and HIPPA standards, including computer and written files.
  • Attend Salvation Army meetings/trainings/conferences and participate in inter-agency provider meetings as directed or appointed by supervisor.
  • Represent The Salvation Army in community meetings and events. Build partnerships, collaborations and networks with other local agency providers to enhance services.
  • Manage government sponsored social services programs and grants (i.e., USDA, FEMA)
  • Prepare timely statistical reports and maintain accurate documentation/data records for The Salvation Army and cooperative agencies, in keeping with any agreements made. Examples: Emergency Food and Shelter Program (EFSP), Food Bank
  • Recruit, train and supervise volunteers, adhering to TSA's volunteer policies and procedures.
  • Cooperate with other Salvation Army employees and Advisory Board/Council committees in formulating plans for future services needed in the service area.
  • Organize and maintain food pantry, storage, and service areas for the efficient delivery of services by staff and volunteers.
  • Maintain all functions of property upkeep and any assigned company vehicles.
  • Assist with the preparation of and assume responsibility for implementation and control of the social services budget.
  • Plan and execute fundraising opportunities and maintain necessary documents and files pertaining to grants, donations and GIK contributions (i.e., Red Kettle Campaign).
  • Pickup donations as needed.
  • Follow mandated reporting procedures, as required by local law enforcement and/or protective agencies as well as the Salvation Army's internal reporting processes.
  • Adhere to The Salvation Army's National Social Services Standards.

Seasonal Effort -

  • Conduct client intakes for seasonal assistance, such as Back-to-School, Thanksgiving and Christmas assistance (Angel Tree and Christmas Distribution).
  • Secure and account for gift-in-kinds as needed or directed by supervisor.
  • Organize and execute the distribution of seasonal items.
  • Plan and execute the Christmas Red Kettle Campaign for the Simi Valley Service Center.
  • Perform other assignments/duties as directed.

Miscellaneous -

  • Dress Code: Office attire is prescribed in the Employee Handbook
  • Hours: The normal workweek will be determined based upon activities and needed hours in order to adequately fulfill the position. In addition, the office must be open in keeping with the current 211 listings, and the hours worked may include community meetings.
  • Communication: To enhance communication, a regular supervisory meeting will occur. This will be a time to set goals, discuss programs, evaluate progress, and other items deemed necessary.
  • Evaluation: Employees will be evaluated following the probationary period; job change and then annually.

Working Conditions

Ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 40 lbs.

Minimum Qualifications

  • By virtue of its direct contact with, and representation to people who engage in Salvation Army programs, people who demonstrate an understanding of The Salvation Army's Christian mission are required for this position.
  • At least 1-2 years of experience in a related field. Have working knowledge of community resources and population served.
  • Ability to engage and diffuse crisis situations.
  • Must have data management and reporting skills.
  • Must be able to read, write and communicate in English.
  • Meet all health and safety regulations as defined by the Health Department as well as The Salvation Army.
  • Must be in good physical health and mental health, capable of meeting the demand of the position.
  • Working knowledge of Microsoft Office (Outlook, PowerPoint, Excel).

Skills, Knowledge & Abilities

  • Driving Test and clean MVR check.
  • If working in a program with children, a criminal background check is required with certification for Protect the Mission policies and procedures.
  • Able to function in a fast-paced, frequently changing environment.
  • Must possess good oral and written communication skills.
  • Must possess good interpersonal and time management skills.
  • Ability to build and maintain effective and professional working relationships with leadership, coworkers, clients and community.
  • Ability to analyze problems and reach acceptable and workable solutions.
  • Food Handler's Certification within 90 days of hire.
  • Bilingual/bi-literate preferred.
